Amec Foster Wheeler is providing program management services to the US Postal Service (USPS) to help manage its portfolio of over 34,000 facilities, which range from large-scale national distribution centers to historic post office buildings.
To date, we have executed over 900 site investigation task orders to validate deficiency repair requests identified from a facility problem call, including lifecycle cost analyses of four repair alternatives for each investigation; 107 site-specific designs to correct noted deficiencies; and 43 construction management at risk and construction administration solicitation packages to procure the services of subcontractors. In addition, we performed energy audits at 25 large postal plants nationwide encompassing 13 million square feet.
We support and manage all the major programs within the USPS Facilities Management portfolio, including the Repairs and Alterations Program, the Emergency Generator Connection Program, the Underground Storage Tank Program, the Energy Program, the Facility Condition Assessment Program, the Ladder Safety Program, the National Recycling Program, and the Capital Roof Replacement Program. We also provide design for facility improvements as well as CM services. We have identified hundreds of preventive maintenance opportunities, and recommended OSHA/life-safety repairs.
We use our facility asset management software system to classify and prioritize repairs and replacements, and integrate with an enterprise-level system that allows USPS HQ to monitor energy-consuming systems at facilities.

As part of our services, we have performed energy audits, designs, and implementations for the USPS in 34 states plus Guam. This Energy Program resulted in USPS being recognized as the first federal agency to comply with the Energy Policy Act that mandated energy reductions at federal facilities of at least 30%. We performed energy audits, designs, implementations, commissioning, and retro-commissioning at more than 780 USPS facilities totaling 93.3M square feet. Our work generated an annual energy cost savings for the USPS of more than $49.6M.
Amec Foster Wheeler was the primary technical author for the USPS Southeastern Area’s Strategic Energy Management Plan, which became the template for the USPS HQ National Energy Management Plan. Amec Foster Wheeler also developed the standard protocol for performing and documenting energy audits of USPS facilities.
In addition, Amec Foster Wheeler produced more than 100 energy efficient designs and self-performed 32 implementations. We introduced and received a new category of Energy Star benchmarking for the USPS because their facilities were not associated with applicable, existing criteria.
Our work as developer of the National Energy Management Plan was a key part of the USPS’s energy program, for which they received the Presidential Energy Award for Leadership in Energy Management.
