Multi-award winning facility

The new Elizabeth McArthur Agricultural Institute (EMAI) facility is the only high containment animal, plant and aquatic bio-security diagnostic facility in NSW and is used to maintain Australia’s disease free status in international livestock and horticultural markets.

The new EMAI facility is made up of two new buildings for a state of the art facility providing PC2/QC2 and PC3/QC3 biological research, animal holding and response unit for the NSW state government. The facility includes animal, insectary, plant & microbiological laboratories and a dedicated PC3 biological liquid waste treatment system.

An innovative move early on in the project was the introduction of an alternative Decanting Strategy that included the design and construction of fully certified PC2/QC2 temporary generic containment laboratories. This significantly reduced the construction period by approximately nine months.

The functional areas of the 1,625 m2 facility are as follows:

Block 18

  • Lower ground level: PC3 Waste treatment plant room
  • Ground floor level: PC3/QC3 Multi-purpose holding facilities, PC3/QC3 laboratories, cold rooms, offices, meeting rooms 

Block 19 

  • Lower ground level: Storage rooms, animal holding area, plant rooms
  • Ground floor level: PC2/QC2 laboratories, freezer/cold rooms, offices 

Project outcomes: 

  • Design and introduction of temporary certified laboratories to reduce construction period
  • Design of a specialist PC3 biological waste treatment system
  • Facility awarded with 2012 Australian Institute of Project Management project of the year award
  • Facility awarded the 2012 NSW Premiers Public Sector Award in the Category of 'Building Infrastructure in NSW'
