Engineering the upgrade of a utility power generation plant to combined cycle

In existing power generation plant was upgraded from a simple cycle gas turbine generator facility to a combined cycle configuration adding a steam turbine generator and air cooled condenser. The existing OTSG (once through steam generator) was replaced with a larger unit, including duct firing. This resulted in a capacity increase from 47 megawatts to 71.5 megawatts.

The work also included replacing the existing gas turbine engine with a new dry low emissions engine. Other facility systems were upgraded and integrated with the existing plant including a new electrical room, new transformers, and new Emerson Delta V distributed control system.

We provided feasibility study, definition study, and detail engineering services. BC Hydro had responsibility for project management, contracts management, quality assurance, cost control and construction management. These BC Hydro led activities were supported by our own personnel on a selective basis.

Study services included developing and evaluating multiple options for enhancing the existing power generation plant. The detail engineering included geotechnical, civil, structural, mechanical, piping, electrical, and controls disciplines. We assisted BC Hydro with procurement, contracts preparation and management, and expediting of equipment suppliers.
